I think it's peeled up and stuck back down. I used to think you couldn't get NES/SNES labels off without ruining them, but it turns out soaking them in GooGone overnight a couple times gets the whole thing off in one piece, you could use spray adhesive to stick it down. I used that method to de-label about 10 Gyromites. If it is real, it's the first SNES upside-down label I've heard of, happens to NES games, very rarely.
It's really hard to say, I'm sure it can be done, it just seems weird thinking of someone doing this years ago for whatever reason (probably way before people even would've thought about the future collectability of snes games, at least judging by the stack of price tags that were originally on my cart... looked like it was there a LONG time!) My opinion is... I have no clue if these two carts were upside down from the factory or not! lol And also, sparky, I still remember when you first posted about finding your Zelda cart... mostly because I remember looking at it at Gamer's or wherever that very same day! lol I remember thinking there was something weird about it, but for some reason it didn't register 'til I saw your pics (plus I was on the hunt for nes games that day.)
The fact that both were found in Lincoln leads me to believe that some chemistry student lifted the label and then stuck it back upside down for a science project back in the day. As others have said it isn't hard to remove them if you know what you are doing and I bet a Chem major would know how even back then. ''
Seriously though, the biggest factor doubting this right now is all of the carts seem to be localized with in a hew hundred miles. This definately points to one person with know how.
I dont think that i have see this thread before now, but those upside down labels looks pretty cool Congratulations on finding these games with upside down labels!

holy crap, you looked at the same zelda game that same day?
the zleda, someone had to have messed with it. The label would had to have endured some tampering to get curling all around the edges like that.
The labels don't start to curl on there own, not like that at least. It just looks fairly obvious to me that someone screwed with it. SNES labels can take some serious wear and tear and not peel or curl at all.
just my opinion, I don't see a strong case for it being legit.
Edit: The Out of This World looks a lot more like something that has not been screwed with.
Hey maybe whoever had it was going to try to fix it (hence the torn up part on the top) and the fact that there is no crease. I would say this is legit.

Yeah, pretty weird, eh? I remember looking at it and thinking there was something strange about it, but I bought a different copy of Zelda (obviously with the normal right side up label) a week before, so I figured why have two copies? lol At least it's nice seeing it's in good hands!
