Rendering Ranger repro background flicker

Hey, so I'm putting together an RR repro. I have the chips programmed and everything seems fine. I have a socketed cart for testing and the game runs fine. I have noticed however that on the first level the background will occasionally spaz out for a frame or two. Anyone else experience this? 



I forget what the donor was, but it's lorom and probably fastrom. RR is originally a slowrom game so I don't know if that's an issue or not. It's one that has 2x 32 pin slots so I am using two 1M eproms. I'm also running on top of an action replay to deal with the physical spacing issue with the socket cart.
