Mario Kart romhack (Mach Rider)
I threw together a romhack since I wanted Mario Kart on the NES and I got in the mood from Mario Kart 8 on the WiiU.
What has been changed: The rider is now Mario, the barrels are now Boo.
Not sure if it's allowed to post the romfile here, if it is I'll upload it. In the meantime enjoy this screenshot

Do you think it's possible to turn the other riders into Koopa Troopa's? (rather than Mario's)
Also, any plans to modify the gauges to feel more like Mario Kart?

Hm, I haven't gotten far in the game, I've just met the cars, no other bike riders. But if they are mario's then I can't change that, it's the game re-using sprites. But if they are using other colors then you can pretend they are Luigi, Wario, Waluigi etc? ^^
I was basing my comments on Shiru's posted youtube video.
I didn't see any cars, just other bike riders who looked like Mario when they turned their heads.
I suspect with some manual hex-editing you could actually make them look at a different memory address for their graphics and make them non-mario-like.
I think redoing the skyline (to look like a Mario level) and redoing the dashboard are more important to the overall feel, though.

I was actually thinking it might be better to reskin a game like RC-ProAm so you are actually racing a fixed number of opponents around a closed course.
Since RC-ProAm has 3 different body-types, you could nerf the chassis differences and just use them cosmetically.
(have 2 that match for Mario/Wario or Mario/Luigi, and then use the other 2 types as distinct characters)
Also, with RC-ProAm the weapons are in play (bombs are bananas and rockets are shells)
The biggest downside is how many frames of animation exist for each car that need to be redrawn.
