This may sound a little strange, but lay it horizontally and give it a little slap on the top of it with an open palm while hitting the eject button. Not a very soft slap, but don't try and murder the console... just a little pop.
It's a common problem with 360s, and I think it has to do with the magnet that holds the disc it gets in the way of the tray since it's loose wobbling round in there. When there's a disc inside, you shouldn't have that problem because it's keeping the magnet from getting in the way. Slapping the system helps jar the magnet loose. Keep a disc in there at all times, and you shouldn't have that problem again. (Just to be safe, put a CD or a DVD that you don't care about in it)
Also, take off the faceplate as it might help a little better in the opening process.

There is also a paper clip-sized hole near the tray that you can use a paper clip to manually push the tray open with. Take the faceplate off and you'll see two holes under the tray. The hole closest to the middle of the console is the one you push the paper clip into.
