you need the exact model of the TV. then you can find the tech data for it .. open it and play with the pods (if there are any inside). Looks to me like a cap issue though. Most probably simple recaping will fix it.

be sure you work out what your doing before you start pokeing around in a crt, some lethal volts in there (1.21 gigawatts!)
