Ghoulies and Critters aren't crap, you should see the ripoffs of THOSE! Munchies and Hobgoblins (although the MST3K episode of this one is superb, one of my absolute favorites!) immediately spring to mind.
Critters is actually probably one of my favourite 80s movies franchises I love those little fuckers....I love in the second movie when the hunters storm in the restaurant and blow the one critters hair off and gives him a skullet and the other goes "BITCHIN!" subtitles and all.

Critters 2 is easily my favorite of the bunch. The dude in the Easter Bunny suit is too funny, and the giant ball of Critters that rolls over the old dude is killer.
Heman, either the animated series or the movie. I don't care. Legend would have been a good one too. Also the Conan movies. I know we got that one Conan game that really isn't a Conan game, but it doesn't count.
RAD - BMX was big in the 90s, but no NES games. Biking in california games is the only bmx I can think of, and its just a small part of the game. I watched it as an adult for the first time in 15-20 years and couldn't believe how cheesy it is. Have no idea how I didn't notice that as a kid. Still a classic, with awesome VHS box cover - perfect for selling nes games.
I don't know if it had as big of a following, but Little Monsters with Fred and Ben Savage comes to mind. Would make good gameplay. Have to fight off monsters and escape before daybreak or turn into a monster. Plenty of haste, character potential, action, etc.

Imagine an adventure-platformer with the "beast mode" element from Altered Beast.
That is, you have to do a bunch of agile platforming and enemy avoidance as Prince Adam, to go grab the sword and hulk out into He-Man for a clobber-fest.
Beverly Hills Cop where you unlock characters as you go along. First level would be you (Axel) busting shit up in Detroit and then it would end with a cutscene of you getting smacked with a gun and taking vacation. The rest of the game would take place in Beverly Hills and you could unlock Rosewood, Taggart, and Bogomil (possible unlockable character after completing the game) as you go along. Save the girl at the end after killing the last boss Victor Maitland and the 2nd last boss could be Mikey. Game pretty much makes itself.

I could see it being ripe for a hack of something like Cadillacs and Dinosaurs where firearms are already a big part of the game.
Or even something like the Aliens arcade game, though that would lose the "beat-em-up" feel.
