Yeppers. Right beside the Toshiba stamp, there is 9439EAI, which tells me it was made in the 39th week of 1994.
So, like on this Metroid board, there are dates on all of these chips. Going clockwise from the largest chip in the upper right-hand side, 8821B5, 8824D, 8821B5, 8819B, and 8824 3 A. So, all of those chips were made in 1988, in the 21st, 24th, 21st, 19th, and 24th week, respectively. This board probably belongs to an oval seal rerelease of the game, since the game originally came out in August of 1987, and I believe it would probably be the oval seal in the gray box, not the "Classic Series" Metroid box that was released later.
