The killscreen's pretty easy to get, it happens when you get a 9999 CP Gyarados caught in a masterball that you found at a lure module where the two rivers meet in NYC (because it HAS to be water) while you have an incense and a lucky egg on and have all nine of your eggs incubated at once. You have to use 5 razzberries then use 3 pokeballs, 1 greatball, 2 ultraballs, 4 more pokeballs and then catch it with the masterball, and you have to do it all within 5 minutes of unlocking the masterball.
Wow, this is exactly what I heard as well. Wish I was near NYC.
