Wrong.
There was no swapping of boards ever. Once assembled they were never opened again.
These were programmed, manufactured, assembled by RetroUSB. Then they got shipped (without numbered labels) to Wafflefoot for use in the Tournament at PRGE.
Once at PRGE, Wafflefoots assistant numbered each cart label not knowing the title screens were numbered. It was a clerical error discovered after we got home from a weekend of partying and drinking.

There probably are more, but no one plays these things anyway so we will ever know.
Somebody had to play them (at least once). How else would we know that Robin/Thors names are on the Final Score screen...and that they will not upload scores to the AVS scoreboard system

Benihana has the HBWC top spot for #11 which means none of the other #11 carts can take over that spot
