RPG's with a Victorian/Gothic setting
I love old school medival Final Fantasy & Dragon Warriortype games and Fable (yes, Fable) is one of my favorite series outside the other two. The Victorian/Gothic era also appeals to me but I don't like alot of over the top weird and complicated battle systems just a simple pick it up and play. Any & all suggestions are appreciated.

How about Elder Scrolls?
it's on GOG for free here https://www.gog.com/game/ultima_worlds_of_adventure_2_martian_dreams
the first 2 golden sun games
I need to second the hell out of this......Although not very gothic, it is a little more bright and cheery for the most part but the Golden Sun games are fantastic.

the first 2 are great, but the 3rd one was a bummer
I always enjoyed Koudelka for PS1 when I was younger.
This 100% is what he is looking for.

I should try to find my copy and play it again. It really is a great game but I don't think I've played it in 10 or so years. I also played the first Shadow Hearts game but never got further in the series.
Boktai?
Rule of Rose (PS2) seems to pop into mind as well, though I think it was set in the 1930's so it's a bit later than the Victorian era.
I haven't played any significant portion of either game so I can't testify as to whether they are good or not.

And what about Baroque?
On PC you want Arcanum. More steam punk than pure Victorian but it captures the setting really well... while tossing in some magic and elves anyway.
Koudelka/Shadow Hearts series sounds like would be up your ally as well
