That is correct, it was a playable kiosk. There were a ton of different games there and many were protos being shown off before the launch of the games. I very specifically remember playing this and Mega Man 3.
Working on my collection/historical project for Solstice (detailed in this thread: http://nintendoage.com/forum/messageview.cfm?catid=5&threadid=173327), I decided to go combing through all the old 1990 NWC / Powerfest photographs that I could find online to see if I could actually spot Solstice in one of them. I was very nearly about to accept defeat on the matter, when I came across an image that actually shows (barely) Solstice being played in the Power Walk at a Powerfest. So, here's photographic evidence of Solstice actually being at the NWC events.
