For VII maybe they are holding off because of the remake that is in the works. They could be using Nintendo logic. Starve the customer, make them want it. As for Tactics, I don't know.

That was my thought as well, but some people are talking about printing dates as recently as a few months ago. I never thought about looking for printing dates, so I'm not sure if that's true or not, but if they are activly printing discs now, you have to wonder why VII and Tactics aren't included.
