Odd Serial Number on 1st gen SNES

I see a lot of snes consoles and didn't recognize this serial. Usually they are UN1

Any ideas?

Also the unit has 1st gen guts in it. The same you would see on a UN1 consoles

It is weird that the other has the FCC information in the plastic too, you would think if there were so little of them produced (Just assuming from the limited information) they would look identical.
