Regarding ntsc, Mattel releases are the Canadian releases. In all instances, unless I'm mistaken. Generally, these all command less premium than the US counterpart, but I'm pretty positive DK Jr Math would be an outlier as the Canadian box is incredibly rare? Someone else will correct if I'm wrong.
IIRC, there was a Mattel version released in the UK (and maybe Italy?) that had the pixel art and two quality seals. It didn't have the cartoony art of the regular European version.

Technically, there were 2 Mattel games that were released in the US, both for the Power Glove (Super Glove Ball and Bad Street Brawler). Other than those two, any Mattel-labelled game is usually a Candian release. I thought it was because Nintendo sold the distribution rights to NES to Mattel when the system was first released because Nintendo didn't have their own distribution system in Canada at the time.
