Interesting. You could have an error there. Possibly a simple assembly error where they switched the ROM for the production line but forgot to swap out the labels. If the game is legit (and I'm assuming you checked the board), I think that's a neat piece to own. sorry if you wanted to play it though.
I loaded the rom in VisualBoyAdvance and the one of the first things you see is a option for language,if you pick one it does a save but if you can figure out how to erase the save you should be good.
I was gonna say Canadian variant, but it seems that this isn't the case. They can be in French and not have the European logos and such.
Maybe remove the battery for a minute then resolder it to select the English language? You might be lucky and even try a Gameshark to corrupt it to reset it's settings, but not all games can be corrupted (?)
