No, PAL and NTSC tapes are completely diffrent. It is analog footage, and you really need to have an NTSC player.. Also I think the actual cartridges that hold the tape are shaped slightly diffrently.

Damn, I wonder if there's a PAL + NTSC tape player with 2 Aerial and 2 RGB ports...
I know a VCR I used to have would play both PAL and NTSC, it's more common for PAL VCRs to play NTSC tapes than it is an NTSC one to play PAL. That said, it was a more expensive stereo VCR back in the day, so I'm guessing the ones on the cheaper end of the market probably wouldn't.
Well, they must be at there cheapest now.
