Impossible Mission II SEI

I opened up both my copies of Impossible Mission II (SEI color label and black and white label).  The color one has a pretty standard-looking PCB; the black and white one, however, is about twice the size and has a white sticker on the PRG chip.

Are all black and white label copies this way?  And if so, why?  It seems like a waste of money to use a total of 10 chips, 5 resistors, and 2 capacitors.

thanks! apparently my color label version is a completely different pcb than the one listed on bootgod's page; lemme test it out to see if it's even the actual game
