PayPal Claim question

I bought some electric bass parts (preamp) on a forum and the part arrived damaged, because of bad shipping, and one piece was missing and that wasn't stated before the sale. The guy don't want to refund me, he said I just need to buy some pieces and check if they're is a way to make the preamp works. I find that pretty stupid, as it was supposed to be in working order.

Anyways, the question is, as it was a deal outside eBay or another auction side, can I start a claim ? If so, do I have any chances of winning that claim ?

  • Yes you can so long as you did not send it as a gift payment. Your chances are pretty good to win so long as he has money in his paypal account.
  • You can also call Paypal, and hearing this they may allow you quicken it up to a claim.
  • Thanks guys, I'll try if the guy don't dont want to cooperate a little bit more. I think I will not call them though, as I'm in Canada and it will probably be a costly call, and my english is pretty bad too.
  • Wouldn't paypal.ca have a 1.800 number and french? No need to call though. Just file the claim image
