Denatured Alcohol (avail in Wal-Mart hardware aisle around the paints)
Also combine with light LIGHT rubbing with a Mr Clean Magic Eraser. Too hard and you'll strip the gloss and texture right off the plastic.
To start I use a Q-tip soaked in DnA to get most of the black ink up, so that when I cut to the Magic Eraser, it doesn't get too stained and rub the wet ink all over the rest of the cart.
So long as it's not the worst kind of mega-permanent fabric marker (some rental places DID use these just because they're so persistent) it's 100% success with no damage and no afterimage. Just, like I said, err on the side of being entirely too gentle, and making a lot of passes with your eraser.
I use sunscreen. I discovered this when I was a lifeguard and I kept on trying to label my sunscreen so no one else would use it and it would always rub off.
I just take some sunscreen and spread it over the area. The longer you leave it on, the better you loosen it up. Then just go in with a rag/paper towel and mop it up. Sometimes there will be more in there, and that's where you bust out the toothbrush. It works every time for me bro.
I'm with the alcohol club as that's what I've always had the best luck with. And like also mentioned, watch how hard you're rubbing. I've managed to put almost a smooth polished spot on a cart before. Sure the ink was gone, but...
Mr.Clean Magic Eraser. Assuming that its not on the sticker part, you can rub it completely off with a bit of elbow grease. If it is on the sticker, just apply the eraser more gently. I've had great success with that method.

Seriously? I find the exact opposite to be true, man.
That gloss, when wet, is super slippery and I've found that I can be pretty forceful with a Magic Eraser and get ANY kind of dried-on crap off a label with DnA + Magic Eraser. I'm only careful around the edges because if you catch one, it's gonna cause damage. Also having the DnA get under the label will not stain, and it will dry, but it will also start to dissolve the glue and your label will begin to come up slightly.
Anyways, for me elbow grease + Magic Eraser + NES cart plastic = ruined cart, any day.
I picked up some Denatured Alc + Magic Erasers .. going to try it over the holiday. Will report, hopefully with success, later (perhaps with pictures).
90% rubbing alcohol is not good to use on the cart. I've rubbed a few games smooth by accident. Also, I think it causes the cart to become discolored a few days after.
I didn't know about denatured, I will have to pick some up.

How successful is the method? Does it have a pretty good chance to fade completely or atleast blurred out of visibility?

I'll have to give sunscreen a try sometime, too.
