Since the Nes 2 lacks a Nes 10 lockout chip, does this mean I will be able to play Pal A and B games on it?

yes, the toploader plays every thing but famicom games

Just to note you can play famicom games on a toploader, but you'll need a pin converter. Been playing the famicom version of the Legacy of Wizard this last week. Man is writing down a long JAPANESE password suck!
