Paypal help
I have a situation atm, I very well might have been screwed.
How can you tell if you paid for goods, or if you gifted someone? I am pretty sure I paid for goods, since he got fee'd (Germany), but I can't tell for sure from my Paypal page.
If I paid for goods I think I am safe right? (if nothing arrives, or if it is damaged)
thanks

Should say in paypal type of payment sent. If you paid for goods you are better off than for personal, but still not a guarantee you will get money back
So, looks like you are in the clear.
Its been 15 days, but I won a lot of games off ebay 9 days later and those got here yesterday... packed like hell (opened) and not as described. He is accused of shill bidding on his big sell out, and if other packages are like mine came, I think it's safe to say he doesnt care anymore about his customers. If i start a claim and it comes a month later, i can always send him back his money correct?
Mark and I just got shafted out of $3,800 from a transaction with a German seller. Biggest hit we've ever taken, and it looks like there's no recourse for the "Seller." On the plus side, he did send us some German magazines in the box that was supposed to contain our items!

What! How did Paypal let that kind of ball drop? That's into the territory of a felony, where if this dude ever decides to take a trip to the states he gets intercepted at the airport and arrested with an outstanding warrant.

Paypal pretty much told Mark and I that their hands were tied. As long as something made it to our doorstep they did their part. Same goes for Mastercard. We filed a claim, but both parties told us that we're essentially screwed. You live and learn I suppose.
You need to file charges, since you were defrauded.
It won't amount to much now...but it potentially makes the guy an international fugitive.

What's the first step in filing charges? I wouldn't even know who to contact about it.

Contact the local post office inspector, and probably the local police.
It will escalate from there, until you get to the right place to file charges of mail fraud.
Also, I'm pretty sure $3k cash is the magic number for grand theft, nowadays.

Do I go to the local post office inspector if it was delivered by DHL? Also, should I contact the local police here or in Germany?

I'd start by contacting DHL, then, and see what their management says about mail fraud.
This isn't their first time around the block on something like this, I wouldn't think.

DHL kind of F'd me over here too. They delivered it to my door without me signing for it. I wouldn't have if I had the option. Grrr.
I'm going to be out of town for the next few days so I'll have to see if Mark can spearhead it from here.
Honestly, you might want to get a free consultation from a lawyer, locally.
It sounds like you've had multiple companies acting in bad faith, and they're likely all responsible in some way or another to make you whole.
Wow, that is shitty all around.

Mark and I have entertained the idea, but I honestly just don't know if it's worth the effort. The money is essentially an accumulation of all the repros/releases we've done, so it doesn't hurt as bad as you'd think. Between work and grad school I have little time to breathe let alone attack something like this.
It's certainly something to consider though, and I (as always) appreciate the help.
It's worth getting a free consultation just to see what your options are.
Losing over $3k is still losing $3k regardless of where the money came from.

You're right. I'll see what I can do.
Any way this turns out, this will be an important lesson for everybody.
Strange thing is we made the deal over gmail IM and he "unfriended me" or whatever... I thought that was weird, like he was erasing all traces. But he is answering my freak-out ebay messages, so that's a good sign.
sorry to hear about your germans beagle. it aint fun at all.
