The hall of shame runs (slightly) independently from the mod team. I took it on so it would be one less thing for them to worry about. Because of that, members who are added are not always reprimanded by the mods as I don't find it necessary to contact them every time I add someone to the list (something I think they appreciate). These are usually for lesser offenses like time wasting and the like. Not being a mod, I also have no control over who gets a Hall of Shame icon, so that is sort of a separate punishment than actually being included in the Hall.
Mods are on top of things, so rest assured that if someone does something shitty enough you won't likely see them around anymore
