The internet is full of scammers, especially on craigslist, where there is basically no regulation at all.
Really though, as long as you pay and he ships the game, it's not a scam, but basically ignorance = money to resellers. Not much different than used car dealers that buy cars for 500 and flip them for 4,000, which is even worse, but people are ok with that for some reason.
This guy is even pretty mild, heck he might have even paid more for it, I think these sell on ebay for 100 sometimes, despite the fact you can have it made and shiped to you for around 30. Ebay is swarming with idiots who have no idea what to pay for things.

Yea I saw a Secret of Mana 2 repro on ebay got up to $250 before it was removed. I don't think they are allowed to be sold on ebay but I could be mistaken.

A couple of years ago that was the going rate for a few of the SNES repros since they were much harder to make and only one or two guys made them.
Isn't there a lead time associated with most repro sites? If you went to the site today and ordered one, don't they custom make your order (2-4 weeks probably). If you are really itching to play this game today, then yeah it would be reasonable for the seller to ask $10 over sticker for convenience.
If you as the buyer don't want it, then feel free to wait the 2-4 weeks to save the money. I think most of us would definitely go this route now, but when you are young, you want things now or even yesterday.

Just clicked the link, and I agree that there would be plenty of people willing to pay that amount to get it ASAP rather than waiting for a repro maker.
It's the same thing with either of the FF repros, or Zelda Outlands.
The really good reproductions can demand a small premium if they're available to ship.
