Yes, exactly, I do mean such special sets as the Deluxe Set and the Action Set.
I remember getting my first Nintendo NES as part of the Action Set bundle in March/April 1988.
Overview of sets:
CONTROL DECK SET
*Control Deck
*2 Control Pads
*Some versions of this low-priced bundle also included a Super Mario Bros. game pak, or a free Nintendo Player's Guide.
DELUXE SET (1985-January 1988)
*Control Deck
*2 Control Pads
*Zapper Light Gun
*R.O.B. (Robotic Operating Buddy)
*Separate Duck Hunt and Gyromite Game Paks (although at least one example of this bundle also contained a standalone Super Mario Bros. Game Pak already inside the Control Deck)
ACTION SET (February 1988-1993)
*Control Deck
*2 Control Pads
*Zapper Light Gun (color of the gun would change to red and grey from two-tone grey by early 1989)
*2-in-1 Super Mario Bros./Duck Hunt Game Pak
POWER SET (August 1988-1993)
*Same contents as Action Set bundle but also contains the Power Pad (can be obtained separate in early 1989), and substitutes the obligatory 3-in-1 Super Mario Bros./Duck Hunt/World Class Track Meet Game Pak for the 2-in-1 included in the Action Set.
CHALLENGE SET (1990-1993)
*Same contents as the Control Deck Set but also includes the Super Mario Bros. 3 Game Pak. A Wal-Mart exclusive version of this also included the Strategy Guide for SMB3, as well as the Dr. Mario Game Pak.
SPORTS SET (1990-1993)
*Control Deck
*NES Satellite wireless controller system
*4 Wireless Control Pads
*2-in-1 Super Spike V'Ball/Nintendo World Cup Game Pak
