Its hard to find Candy cabs outside of California, but I'd go more around $650-$700. I know its running a Neo 1 slot guys, but it ain't no SNK machine. Astro's are Sega cabs, I'm thinking about picking up a New Astro City sometime soon. Candy Cabs are the way to go, you'll never go back to an American cab ever again. I currently own 2 and have had 4 total over the last year or so. GREAT cab if you want to start on the arcade scene.
I would say $500 would be a more reasonable price, offer him that if you really want it, I love neo geo cabinets, always wanted a metal slug one.

Just got Metal Slug 3 with Shock box today, super pumped about that. Also to Burdger, this cab will cover pretty much anything you throw at it as it already has a 6 button CP. I'm assuming its wired for CPS-1 because he said he'd throw in a Street fighter 2 CE board, but with an adapter on the kick harness you could easily run CPS-2 games in there.
One thing though, its not easy to rotate the monitor, so if you're looking to run vertical games (most shooters), you may want another cab. My Taito Egret has a rotating mech in it, so I just pull out some wing nuts and spin it for some Aero Fighters and Raiden action.

Guys, $500-$600 is definitely low. I'm getting in on a group order over at the Neo forums to buy one of these cabs right now and they're about $400 straight from Japan. If you can get it for that price, take it and run!
Blast City cabs sell for an easy 1k, I know this auction ended but he had a bunch that he was unloading at $350 a piece! Switching out that control panel for another is cake, and all Sega control panels are interchangable so you would have no problem swapping it for a standard 2 player CP.
I can't rant about Candy Cabs enough, they're the best thing in the world to have in a smaller place like an apartment or condo.
Edit: The reason I point this one out is because its in Florida by you, probably should have mentioned that.
Also, for those looking to ship a cab, always use NAVL (North American Van Lines). They are great with cabs and know how to treat them. I had a Super Neo 29 Candy (talk about a super sexified Neo Geo Machine!) shipped with Steven's Global and it came smashed to shit. The entire marquee was shattered and the frame bent to the point beyond my repair capabilities. They were horrible to deal with and I ended getting shorted about $600. Just an FYI if anyone has been looking to pick up a cab...
