That's my assumption. The same is true on SMW for SNES. The original was quickly replaced with a -1, also true for SMB3 for NES. I know on SMB3 there is wording differences in Toad's house and the Princess's letter.
Pokemon Snap doesn't have any ROM revisions, I think it's the label revision number. It looks like all they did was update the ESRB logo, they did the same thing with Pokemon R/B/Y.
