bad tsop?

Got a new batch of TSOP in the other day and tried to burn some files and kept getting the following error every single time;
Verify Failed, Address=0x000000, Device=0xFF, Buffer=0x00
I've tried erasing the chips multiple times and every single time I get that error. I can get the chips to ID, blank test, erase, and that's it. Every time I read the chips back they're always empty. I've checked pin connections multiple times, I can't find any user error.
I think the chips might of gotten fried due to static as the vendor didn't put them in any anti-static shielding. I don't know if that would explain this or what's going on.
I get the same error on two programmers that have and currently still go program tsop just fine as I had a chip left over from another shipment that is programming and verifying between both units flawlessly.
Anyone have any insight?

I would contact the seller and ask for a refund/exchange then.
Anyone have the exact same issue and get past it? Anyone?
EDIT : I found 1 single working chip in the entire batch. Wow.

I found another memory that would be compatible but has a different pin out, so I need to get a adapter done.

I don't think he meant that they wouldn't sell easily, but that HE won't SELL them easily, so he has some for when he needs them.

The problem was a voltage discrepancy on a programmer is all, I just never got back to reply to the OP problem.
