Trying to clean a PS1 game

I have a Playstation 1 black disc game that I just bought online and it has this residue on the disc that won't come off. It kind of looks like someone used a cleaning solution or liquid on the disc and it just dried or evaporated on there.



I already tried cleaning the disc with water, but it didn't come off.

    Does not actually remove scratches, but "fills" them in. Works great for me....

    I find that Goof Off or Goo Gone tends to do the trick most of the time, just never ever let any of it drip onto the readable side of the disc. Had that happen to me with Goof Off on FF VIII disc 3, and I was on Ebay the next week for a replacement. And don't rub intensely as the image on the disc will most likely chip away, has happened to me a few times.
