Arcade question

Well I just got my old Arcade back from my uncle but like when I got rid of it 5 years ago it still does not work image I figured I would take it back and try to get it running again but I have no clue where to start... If anyone can help or give me a link to an arcade forum where someone might be more of an expert on these type of things that would be great... The machine appears to powers on because the screen shows a faint line and wiggles alittle where it seems it is trying to start... heres the machine...
