Ok first up two wireless PS3 controllers. Both turn on. The one in box has a usb stick with it. I don't know what it does. Can anyone tell me?

Gold PS3 Controller and Clear plastic PS3 Controller, Wire on gold controller missing. Wire for clear one cut

Two BlueTooth's and regular headset for Xbox 360Wires cut on the regular head set and one of the blue tooths. . Blue tooths look intact but not tested

Since 3rd party controllers don't normally support Bluetooth like the normal Sony brand controllers, the usb stick connects the controller to the system wirelessly via wireless RF connection.
Since your other controller is out the box and has no usb stick, that one will not connect without it.
