Funny--this just happened to me earlier this week. I sent the seller payment, promptly, and received a message after about not gifting the payment.
He never said it had to be gifted. Little feedback was available. I was already paying a slightly premium price--I guess sending payments as a gift is just expected by most.
It does not affect me at all since I don't use paypal, but I do think it makes the seller look like a douchebag. I would not even think about buying from them...even if it was one of the 2 games I needed.
Fees belong to the party receiving the money. There's nothing else to add up to this. Any kind of negotiation should start on this ground, and not the opposite.
I agree with dra600n, the seller should be covering the fees and more importantly it should be an established standard for dealing on the site, so then no seller gets bitched out for having slightly higher prices than the next guy in order to cover his fees.
I think it should be against the NA rules to force buyers to pay the paypal fees if they aren't going to gift the payment. I want to say it's against PayPal's rules anyway, but I see countless "if you aren't going to gift me, you pay the fees".
It's up to the buyer and seller to come to terms they agree on. If the seller insists that the buyer gift it or else pay the fees, then the buyer can accept or deny.
Agree completely. As long as it's laid out before the transaction is accepted by both parties or whatever, then there's no problem with this. If the buyer didn't want to have to pay the PayPal fee, he wouldn't buy the item, and if the seller didn't want to have to pay it, he wouldn't sell it. So a mutual agreement about the PayPal fee is necessary on a case-by-case basis unless the payment is gifted.
Agreed with Dragoon, I come from a car forum where sellers were banned if found forcing users to pay eBay fees on top of the selling price.
But on the flip side, as annoying as it is for sellers to try to extort paypal fees, I also find it annoying when buyers have a sense of entitlement to NA discounts. If I have something on eBay at $20 + shipping, don't get annoyed when I decline your offer of $15 shipped. There's nothing wrong with making an offer on something, I sure do it myself, but I'm not offended when the seller declines. That has been my biggest peeve lately...
The buyer should have more power in this situation. As dra600n said, nowhere else charges buyers for fees. Next time I go into a game store I'll offer to throw in a bit extra to cover some of their business expenses too. Debit and credit costs more to the merchant than cash, but do places penalize you for using debit? 99% of the time, no, and when they do it's usually that you get a discount for paying in cash, not an extra charge for paying with debit.
using debit card here is at buyer cost with a monthly fees. unlimited use is 22,95$ but it can start with 25 transactions/month fees for 5$. credit card however is at sellers cost and is included in the price.
This is a case of where buyers should just refuse to pay fees or gift, EVER. It should be a set price, and if they agree to a gift payment then the price can be dropped a few percent, not the other way around. There is no way that a gift payment should be the default.

I do recall one gas station that tried adding on $0.50 to my purchase for using a debit card. When I asked what that was, he told me it was to cover the credit card fees. I told him to cancel my purchase and I'd go elsewhere. The only place I know to have done that, and they ended up getting closed down because someone had filed a complaint to Visa or Mastercard and it violated their agreement, and had to pay some hefty fines. Aside from that, I usually see a "$5 minimum purchase" as well as "cash price/credit card price" for gas (usually about an 8 cent difference).
But you're right. I don't go into Best Buy, figure that I'm going to spend $14.95 + tax on a DVD, then get charged with a $2.75 hidden fee because they want the buyer to pay the paypal fees.
KFC actually tried charging me an extra 50 cents for using my debit card as well, I was like WTF? Used up the last of my cash for my chicken and now it honestly deters me from choosing KFC over Arbys.

I think the seller has to pay a fee for debit and credit. The cost to the buyer is between the buyer and the bank, and varies depending on what bank you're at, your account, if you're a student, etc.
The only time a bank gets involved with using your debit card (at least in my experience) is when you're withdrawing $$ from the ATM - you get hit with the terminal fee (between $1.00 and $4.00, the higher being at the casinos) and then the bank will charge $1.00 per transaction through it (at least my bank does). If I use a bank owned ATM, all fees are waived.

You shoulda called 9-1-1 and told them that there's a robber hiding in the ATM machine! I know at Foxwoods, the ATM fee is $4.00, or maybe it was $5.00. Either way, I've always learned to hit up my banks ATM since there's one 5 minutes from there, and it's on the way lol

Yeah, definitely a good call. Needless to say, I havent used their ATM since. It actually is a good thing its so high because I have had a couple times that I ran out of the money I brought and thought to myself, "I should hit the ATM" and the outrageous fee has deterred me, probably saving me a few hundred dollars haha
MY PERSONAL OPINION- Wholeheartedly agree with dra600n; it just makes the seller look like a horrible cheapass to say "gift or add x%". Build it into your fucking price ahead of time.
If you always insist on paying non-gift, why not just mentally add 4% to the price? Why make everyone pay the higher amount?
We are working now to revise the FAQ and make an announcement regarding this situation.
If gift payments become unwelcome, then I can no longer sell anything on this site. The difference between gift and non-gift is not just the fees for me. With gift, I can ship using first class mail. With non-gift, I am required to charge and use expedited parcel, which costs double the amount ($7 vs $15). Some people are willing to pay double the shipping cost for the peace of mind, but it prices cheaper games out of the market.
Most people on here never ask me to pay for the fees but I do it anyway. I like NA and the prices on here are very fair. Paying an extra 3% is no biggie to me for a guy cutting me a great deal.

I've actually walked away from a few sales due to the demand for the fees. Some of them were even $2. I don't ask anyone for fees, and neither should anyone else. They are called seller fees, not buyer fees. I always say gift appeciated but by no means required.

I'm not following this.. Unless it's different in the great white north, you can't print shipping from a gift transaction unless you just use the generic shipping page. But you can technically use that for all transactions.
I agree that requesting extra for fees makes the seller look like a cheapskate. But, I think we shouldn't govern that. The buyer isn't being forced to make the purchase, as you can always cancel transactions and walk away. I feel it would be better to stay away from forbiding it and recommend that people not do it just like gifting payments.
I always request that people send payment as goods. In fact, if you've ever bought from me you've probably seen..
Please send payment as goods!!
It actually is a hassle to me when I get gifted payments. I'd rather eat the fees and have the luxury of using multi-order shipping then save a few and have to copy+paste names and addresses. Guess I'm lazy..
I hate when people are not upfront about gift payments and I don't like receiving gift payments either. It's a tax deduction for me and a cost of doing business. It makes it harder to ship and if used on a purchase it could make the funds non deductible on a tax standpoint

All I get from this is that you're cheap. Why should I, or anyone else, have to pay YOUR fees? When I sell my homebrews on my website, I charge $37.50. That's shipped. World wide. How can't you? Can't you go to the post office and choose your shipping method? I've had plenty of transactions from people in Canada and I've never gifted them, and shipping wasn't $15. Quit being lazy. With my above reponse, I can choose to ship however I want - be it expedited, priority, parcel, etc.

I've walked away from several deals like that myself. Even if the price for the fee was $0.20. It's the principle of the matter. I had one person refuse to ship something other than in a medium priority box (he lived a state away, and paying more for shipping on the 2 items I wanted was just absurd).
I always tell people "if you want to gift, go for it, if not, no worries". I never ask for gifted payments (and hell, I rarely even toss the option out there). Now, if I know someone is giving me a good deal, and I don't gift them, I'll toss in an extra few, because they didn't ask and I like being a nice guy. The minute someone feels entitled to having their fees covered for using a service that is easy for them, then fuck them.
I think the sellers should eat the paypal fees, its only 3%. I feel like often times the sellers here are alaready charging ebay prices, so they don't get to pay the ebays fees it shouldn't be a big deal to pay the small fee.
We just need to get away from the mentality that if someone wants $15 for something, don't freak out if you end up with $14.82.
I hate when people are not upfront about gift payments and I don't like receiving gift payments either. It's a tax deduction for me and a cost of doing business. It makes it harder to ship and if used on a purchase it could make the funds non deductible on a tax standpoint
That's not true. Just because it doesn't show up on your 1099 doesn't mean the cost of selling the item and the item itself can't be included as a deduction. Just document it to have a record of it and put it on your return like everything else. Paypal doesn't dictate your tax situation.

ha, don't even get me started on the people who charge ebay prices, or ABOVE ebay prices. I love when someone says "I HAVE to get $XX for this". No, you don't. You WANT that much for it, and if I'm going to pay that price, I'll go to ebay or amazon and get it that price or cheaper. No skin off my testes.
I can't wait to see how people are going to react once the online sales tax thing starts. "Oh, you can have it for $9, but you have to pay the paypal fees and the taxes for me".
Whats funny about some people on here is lets say they demand $15 for something, a lot of time you go into the finders keepers section and you see that they got 100 games for 15 dollars. They act like they need that price or else they'd be giving it away.
I also think we should expand upon the for sale section. Make a FO section as well as a FS section. I refuse to be the first person to name a price. Most of the time when someone says that their items are for offer, they already have a price in mind. They should just be up front and ask for that price.
The whole "its up to the seller" thing is true, but I know that it does turn away potential sales.

People generally put FO in hopes that someone will offer more than they want to ask.
I don't understand why sellers just don't factor the fees into the price. Sellers shouldn't get butt hurt about asking for fees either. When people had to send money orders out when paypal didn't exist, the buyer had to pay for the money order not the seller. Makes sense still that the buyer should have to pay the fees.
This new system with online payments gave the seller the shaft.

The new system gave the seller the option to sell online with EASE, and offer more options to sell their wares. I get your point, but money orders were an option instead of a personal check, which costs the buyer NOTHING.
Everyone on here buys and sells. We all have to pay the fees, at least the honest ones. You can argue all you want that it should be the buyers, but it's in PAYPALS TOS. Sellers should learn how to price accordingly and not toss in hidden "fees" because they're cheap. I'm sorry, but I'm not going to pay your fees, or your packaging material. Go to the post office and get a flat rate box for free. And the reason I feel this way is for 2 reasons:
1.) Someone charged me for packaging material. It was a fucking flat rate box wrapped in a paper bag. Free box and free bag from the grocery store. On top of that, I was charged $6 in shipping, but the price sticker was only $3 or so. Am I going to get butt hurt over $3? No. I'm getting butt hurt by being lied to and screwing the system to squeeze as much $$ out of me as possible.
2.) I've had people on ebay charge $4 for shipping (manuals), and they come in a regular fucking envelope with 2 stamps. I'm sorry, but that's shitty right there. Thankfully the seller(s) that did this on ebay refunded me the shipping cost to avoid a negative.

Thanks for all the opinions and discussion guys.

Gifting has always been unwelcome:

I've actually walked away from a few sales due to the demand for the fees. Some of them were even $2. I don't ask anyone for fees, and neither should anyone else. They are called seller fees, not buyer fees. I always say gift appeciated but by no means required.

I think the sellers should eat the paypal fees, its only 3%. I feel like often times the sellers here are alaready charging ebay prices, so they don't get to pay the ebays fees it shouldn't be a big deal to pay the small fee.

ha, don't even get me started on the people who charge ebay prices, or ABOVE ebay prices.
The whole "its up to the seller" thing is true, but I know that it does turn away potential sales.

I also think we should expand upon the for sale section. Make a FO section as well as a FS section. I refuse to be the first person to name a price. Most of the time when someone says that their items are for offer, they already have a price in mind. They should just be up front and ask for that price.

People generally put FO in hopes that someone will offer more than they want to ask.
This new system with online payments gave the seller the shaft.
