Joey, I don't believe that the 18 you are missing were ever created. Nintendo produced the 50 card set but as you know, they're not sequential. I currently have 3 of these collector's series sets, and all of them contain the same 50 cards (non-sequential).
I've just finished my entire set as well and have a ton of extras. If you want, feel free to PM me.
When I was a kid and bought the collectors set, I was annoyed that it didnt have all 72, and I wrote to Nintendo to ask if they planned to make the other 22 in collectors form. Their response was "no."

I know the pain you have all been through trying ever so hard to complete your sets. Particularly in finding card 44 without operation booby trap. But I have some news that I'm sure will be met with a wide range of emotions. An extremely small few might be excited, I hope. Some of you will be mad, some will just shake your head. Some of you I'm sure will want to curse me out (please don’t, it won’t accomplish anything). In November of 2013, the eBay user onett_gaming listed an auction for some cards with a variation in card 120, Mega Man 4. He listed it as an error, but I knew better. I immediately went to my collection and my extras and discovered that I too had this card, confirming that it was not just an error, it was a 5th variation. Based on this, I got to thinking: I wonder how many other variations there are like this? I grabbed my “complete” set and my extras and started going over the backs of each card with a fine-tooth-comb. The news, depending on how you feel about what follows, was not good. In addition to the four major variations, I found forty more variations, plus onett_gaming’s find. Most are extremely minor compared to the first four. Some are flat out ridiculous and if you could reach through your computer to slap me I would welcome it.
Some of you I hope for sanity’s sake will not kill yourself in trying to find these variations. But here is a picture of all of them with differences highlighted. These are not photo-shopped to try to make you find additional cards that dont exist. The only added art is the red highlighting of the variations.

This game was released on both NES and Game Boy so its hard to say what the correct card would have read/been.

I'm not going to worry so much about the multitudes of variations at the moment. If I had to choose, I would pick the one with the least errors (text-wrapping instead of hyphens, proper indenting, etc.) although defining what that is could be subjective. I also consider the Gold Foil cards to be the "final" card so it would trump any variation of the preforated cards.
I'm updating my list for the ones I still need (just 3 left!) and a few I'd like to replace due to damage/bad cutting.

I'm getting to the point that I'd like to start selling off my extra dupes. I'll also consider selling the cardback variations of the ones I think are "incorrect" (which I'll let you know if you ask.)

I have 3 sets of these cards. One of them cosists of them still in the pages of the Magazines. A couple 100 loose cards. 4 more Nintendo Power magazine sets from 1 to 100+ and appx. 500 more NP magazines piled up in boxes.
Need to drop what I'm doing right now and let you know what I come up with.
Another thing to note in trying to complete this set is... the higher the card numbers the fewer there are. Shhh... there could be some money to be made in hoarding these things. Vintage Baseball cards are the same way. You never know.

Honestly, I'm just going to stick with the 4 major variations and call it a day. I'm not going to try to find every variation on the back.
I am looking to replace my Marble Madness. When I was removing it, I tore the corner. That one is pretty hard to find though.
Outside of that, I have all of the cards, the 4 major variations, the gold cards, and also the 10 additional sets that I have listed above. I'm going to be happy with that and not worry about the minor back vairants.

I have 3 sets of these cards. One of them cosists of them still in the pages of the Magazines. A couple 100 loose cards. 4 more Nintendo Power magazine sets from 1 to 100+ and appx. 500 more NP magazines piled up in boxes.
Need to drop what I'm doing right now and let you know what I come up with.
Another thing to note in trying to complete this set is... the higher the card numbers the fewer there are. Shhh... there could be some money to be made in hoarding these things. Vintage Baseball cards are the same way. You never know.
Honestly, I'm just going to stick with the 4 major variations and call it a day. I'm not going to try to find every variation on the back.
I am looking to replace my Marble Madness. When I was removing it, I tore the corner. That one is pretty hard to find though.
Outside of that, I have all of the cards, the 4 major variations, the gold cards, and also the 10 additional sets that I have listed above. I'm going to be happy with that and not worry about the minor back vairants.
