USA, Canada, Japan and parts of South America use the NTSC standard (National Television System Committee).
Most of the rest of the world uses PAL. I don't know what the difference between A and B is beyond a region code of some sort.
NTSC and PAL differ in TV resolution and frame rate. So if you mod the lockout chip in your NES to be able to play PAL, the timing will be wonky.
