I think it goes on the label of the cart (at my great surprise!). I've still never opened a licensed title yet, but my argument is based on the fact that you wouldn't see the golden cartridge through box's small window on original Zeldas if dust sleeve's longer end was placed at left side of the cart.
Honestly, I've never paid attention I do believe the sticker is covered though, but it could be something that changes between games. Remember, they WERE hand-packaged
