Ive touched my multimeter with mad hole 13 and with every pin on both TSOP mask roms and nothing "Beeps" no connection, I swap decoder pins 4 and 5 now and get back to you in a few minutes
swapped connections to mad hole 1 and 16, no difference, still just a black plain screen. is it because I'm using a tales of phantisa donor board? should i just scrap it and use a Troy ainkman or NHL95?
Ok I removed everything and went back to square one, reconnected the mad pins to mad holes and just the board and tsops, game works again, so looks like the board isn't completely dead. I'll try redoing the wires and see what happens
ok, I redid the connections, this time I used cat5 wire rather than ide cable, Cat 5 cable i find so much easier to work with, but when I did this cart all I had was IDE. so I wired it all up, made it look much nicer and tested. Nothing then I swapped Encoder pins 4 with 5 and PRESTO! works perfectly saves and all!!! Not sure what the original cause was, maybe since the IDE cable is a bunch of fine cables that something was making a connection someplace it shouldn't. but with the cat5 cable its just 1 solid wire. thanks again for all your help! hopefully when I do the DQ3 repro, I should be able to do it all on my own without bothering you too much

Mad13 hole should be connected with pin48 in the slot connector.
You will have this:
When i first wired it up, i accidently had VCC attached to decoder pin 9 rather than 16, do you think its possible i shorted/blew something?
thanks again!!
Congratulations!
