CIB baggies question

Did all the licensed Nintendo games have the plastic baggies inside?  Even early black box?

    I've been repro'ing my own plastic bags. They look really good and I really liked them at first but as i've gotten pickier i don't like them, so yeah...i need to obtain another 200-300 or so baggies myself.
