How many different coloured action sets are there?

I was looking through my collection today and I noticed that one of my action sets pictures a grey zapper and the rest picture and orange one. What is the difference? When was each released?

    There is 1 gray Zapper set, which came first. Then there is the change to orange Zapper and added seal of quality, and then the box style change that has blue background and red stripe.

    If my information is correct, the color of the zapper changed because their was a law passed saying that toy guns needed to look very obviously like toy guns.

    That's what I've always heard as well, but I'm not sure if it is just hearsay or fact...

    sounds believable, so does that mean I can hang out of the window of my buddies car shooting people with an orange zapper, not a gray one?
