I wouldn't even pay for that! No chips means its worthless unless you can find all the missing EEPROMS, then flash roms and test it and hope that was the only problem, not to mention no Nintendo Harness or anything else in need of actually using it.
Ok I suspected someone was looking for the PPU chip but had to clarify the VS board did have it, but someone most likely removed all the chips on that in effort to get the PPU chip which is used to Mod an NES with RGB, as the demand is high to purchase another for the board would be more than the board is worth in the condition you have it, so thats a Junker
