framemeister has been getting more and more expensive lately. i was hoping for me and others looking for one what would be the 2nd best device out their for upconverting old game consoles.
There is someone selling some used xrgb-3s on eBay for $240 (shipping included). That is the model that came out before the mini. It's probably 2nd best though, but its dvi output instead of hdmi.

I've been looking for a scaler that can convert scart rgb from a genesis and snes to component + audio at 480p or 720p with minimal lag. any recommendations for something like that?
is this a good budget s-video upconverter need something between $40 to $70
If you're looking for something between $40-70, you should take a look on eBay for late '90s/early '00s used video processors originally designed to convert interlaced video to progressive for those newfangled projectors & CRT HDTVs. Don't let the age turn you off, processors from that time were $1,000 machines built with high quality parts and still outperform any cheap chinese upscaler. Look for brands like iScan/Faroudja/Vigatec/Videon.

Though I've only used xrgb mini.
You will want adapters. Both xrgb models have Japanese inputs for RGB and component, common western cables won't work out of the box.
