I bought one a few months back for $200 on CL (original asking price was $300). Also included some games and whatnot; I'd value the console itself anywhere in the $150-300 range. The colors have different values as well.
Depends what model it is, and the fact that it's not turning on doesn't bode well. I'd say around $120 minimum. I've owned pretty much every PS1 debug station at some point in the past, and I've still managed to flip broken ones often for more than that.
