3ds system transfer trouble

So I bought this original 3ds system from ebay for $26 because it was broken and wouldnt charge. I figured it would be an easy fix and it was. When I turned on the system it had well over $200 worth of downloaded games on it, The only problem is that the touch screen has water damage and the circle pad is not working well. I wanted to transfer it to my 2ds so i could have a working touch screen and circle pad, but when i went to the system transfer it said i needed his NNID password. I am unable to get the e-mail confirmation code because i dont have the email, and i dont have acess to change it from the system itself. Is there anything i can do about this? or an i stuck with a broken touch screen and circle pad?

The parental controls arnt the problem, its the NNID password.

Your pretty much sol as yes you need the original Nintendo Network ID and those games are tied to that account so even if you do a manage to accomplish a transfer the 2ds will also be tied to that account as well. Plus its very doubtful the previous user is going to give up the password unless he's abandoned the account and removed any bank card attachment (if any) plus buying this off eBay there's no guarantee the seller was actually the original owner to start with.

I have read there's ways but I don't think it can be done, legally anyway.

Yep, the NNID is associated with the original owner and tied to all Download and games.
