I played Final Fantasy IV on the DS and later on the PSP
I have never played the original SNES version, and I was wondering if I should bother with that version at all? Is the PSP version supposed to be the best version made so far?

All depends on what your expectations are. If you want a game that has better graphics and a more modern feel go for the PSP.
If you like the classic SNES RPG experience you can't go wrong with the original.
TL/DR: If you've already got a copy, play it, but if you're just buying games to play, there's no reason to hunt it down. It's more of the same, but slightly less of it. That said, if you have it already, and are going to play through it again, you may as well play through a version you haven't played yet, instead of replaying a version you've already beat.

The SNES version is very dumbed down. Us stupid Americans got an lower difficulty, with less moves and items.
The Complete collection version for PSP does not have a more modern feel. It has redrawn sprites, remixed music, a better translation, and the original difficulty and gameplay restored. It also features a couple bonus areas not found in the original and both The After Years sequel and Interlude between-quel, so there is a ton more content.
It does have the bonus of having a really useful item duplication glitch, though.
I'd suggest PSP if you want the full experience but SNES or PS for a more original experience. I think GBA is a slightly easier version but I could be wrong on that.
FFIV is the earliest game in the FF series which I truly enjoyed. The story is well written, the music is good, and the characters are great. It gets pretty difficult as you progress further and I still haven't completed it yet.

If better hand drawn graphics,a better translation, more areas, and better music arent a more modern feel then i dont know what is....... its definitely easier for a modern gamer to pick up over the snes version in this current time. Also i played the snes version a million times, i am aware of its flaws. Its still am enjoyable game nonetheless. Why are you making it sound like i said the moon is made of cheese? lol
Picked this one up for the PS1. I hear there's a sequel too.
The sequal is downloadable for the Wii, and is included in with IV for the PSP. The PSP version also has a small arc bridging the two together.
If you've never played any version, though, maybe the newer ports are the way to go. You don't quite have everything solidified in mind already. They just don't live up to the original for various reasons for me (slight music changes, updated graphics, "correct" translations, continued narrative, etc.).
I own the original ... and every other version because I freaking love Final Fantasy. The original US 'EasyType' will always have a place in my heart.

There is no cheese on the moon, only monsters! What kinda final fantasy fan are you? XD
I would say the more modern take is the DS release which ditched the sprites for low res polygons done in a super deformed style, full voice acting by what sounds like a cast of little kids save for Kain who sounds like Batman, and a stupid new ability style which you need to give skills to characters you plan to lose in order to get better skills down the line, it is inane. Some like these changes, I couldn't stand them.
Compared to that I find the PSP version much closer to the original vision. I don't think they did as much to modernize it, just retouched what was already there. Nobody is going to play it and confuse it with Final Fantasy 15, it still looks and plays like a game from like 20 years ago.
I wanted to embrace Final Fantasy IV on the DS but the framerate during battles is just unbearable.
I prefer the PSP version along with the PSP versions of 1 & 2 - The crisp sprites just look wonderful, sadly the re-makes then went onto iOS & with FF5 the game looks more like an internet flash game...
FF5 is one of my fave games, and I've never made it more than 5 mins into the android port. Not sure who they had make the graphics for it, but they need to stop it.
The SNES version is absolutely worth playing. Fantastic game! But yeah like a few others said already, the SNES version of the game was "dumbed down" for "us stupid Americans" as Japanese developers often did in the late 80s/early 90s. The PS1 version is (as far as I know) close to the original Japanese release in terms of difficulty and content. The DS one and the PSP one are both great and I think the PSP one is the "definitive" version but you really can't go wrong with ANY version of the game!
I always thought the US version was slightly harder than the JPN, at least near the begining. Darkness was usefull at times, Yang had brace which was cool but I never used, but when used with focus it could be usful. Attack items could be usefull, and cry was nice for stealing items (Not sure how much it helps) Bluff in the famicom version stacked, so you could charge up a super attack to save on MP. Never actually bothered though. Main advantages were darkness as I mentioned, and attack items.
In the US, we just got the remedy a lost eaiser, and more ethers to spam magic. It seems like this helped mid-level game a lot more, but low level the JPN was eaiser, and end game, about the same.
