It was fixed in Gold/Silver which introduced dark type pokemon, which are immune to psychic moves.

You're not kidding. I remember steam rolling the Elite Four as a kid just using that move.
Stone Protectors - the ultimate move that instakills all normal enemies, heavily damages bosses, has unlimited usage, no cooldown, and can be used whenever you want. So yeah...
Rollout is pretty OP in the new Pokemon titles IMO.

Unless my copy of X is on steroids, I've never seen said attack do as much damage within two turns - not even with Miltank in Crystal. I swear the new games are tweaked.
Not sure if it counts, but in GI Joe: The Atlantis Factor, if you rapidly press down on the d-pad while rapidly attacking, it skips the attack animation and registers another attack each time you press down. Used with either Snake Eyes or Storm Shadow, you can cut bosses to pieces with their katanas, and not even spend any ammo.
If RPGs count, Edgar's tools and Sabin's blitzes in Final Fantasy III (SNES). They make a lot of battles much easier. Also, speaking of Final Fantasy, once you get the Junction system down in FFVIII and get the right GFs and magic, the game becomes very easy too.
Building off of snow8's list, in Final Fantasy III/VI, Ultima is a game breaker, especially if you use the Economizer and the Gem Box. Two unblockable Ultimas per turn for only 2 MP. Plus, if you use the Ultima/Economizer/Gem Box combo followed by Gogo with Mimic, you essentially get 4 Ultimas for 2 MP. Kefka becomes a cakewalk (as do all the other bosses).
Fierce Dainty Link in Manjora's Mask. Not sure if this was mentioned yet but if you can unlock him by getting all the masks, the Skull Kid battle is like 5 seconds long. I loved it. Was epic to get all those masks so I really enjoyed the pay off.
The running shoulder check in Golden Axe and the jump + downward kick in TMNT The Hyperstone Heist (not sure if Turtles in Time and the arcade game have this as well).

The shield rod + alucard shield spell was just as effective (ridiculous) with bosses, without grinding for that damn sword.

How about the Holy Water Crash with Richter? Basically everything in SotN was overpowered.
Final Fantasy Tactics - the ranged sword ability that would do massive damage and 100% break the enemy's weapon

I never got into SOTN for some reason. I owned it at the time and became bored with it. I'm more of a linear Castlevania kind of guy.
You could also get dual Crissaegrims in the Castlevania XBL game, which is even MORE overpowered than it was in SotN
When it first came out that truly was the case, post-update and they really toned it down. Sadness ...
