If you're lookin for shooters it doesnt get much better than Soldier Blade, Air Zonk, Lords of Thunder, Blazing Lazers, Super Star Soldier, ect! I'll leave this link 2!
Ys is a given. Dungeon Explorer 2 is a great 5-player arcadey action RPG. Military Madness is a great military sim that's one step away from tactical RPG. Neutopia 1 & 2 are great action RPGs. Flash Hiders is a great fighter that must be played with 6 buttons, it's unplayable pile of crap with 2. Bloody Wolf has a lot of followers, not my style though. Beyond Shadowgate is a fairly unique game, a point and click adventure that people who dislike point and click adventures may like. Exile 2 (and 1, but not so much) is a great action\RPG side scrolling mix. Actually reminds me slightly of SotN in control for some reason. The 2nd game is bugged in the US, making is a very very tough game, but I beat it as a kid, so don't be a wussy. Dragon Slayer is a great RPG that started a great series, and Cosmic Fantasy 2 is.. a RPG. Would be a bit better if the monsters ever used magic, but all they do is physical attacks, so it's not that impressive. Still fun, and it's working designs, so you know it's fairly good. Splash Lake is a fun puzzler.
Cratermaze is.. interesting. Some like it, some hate it. If you know Doraemon, he's in the JPN version. Be ball\Chew Man Fu is.. even stranger, but some like it. Download 1 & 2 are good shooters even if you dont like shooters, the Valis games are a mixed bag released out of order, so II is the oldest game on the system, and it shows. 3 & 4 aren't bad though, the last game released (The 1st game in the series) I've actually not played. Batman was a JPN only maze type game that isn't too great, but it's batman. Bombermans rock, and I like the TG-16 versions the best. Jackie Chan is a pretty good platformer, I'm not a big fan of it, but some love it. Pop'n Magic is a bubble-style single screen arcade game style game. Dungeon Master is an action RPG. Yes, it is, don't disagree with me on this one, I'll cut you. It's.. interesting. If you played Eye of the Beholder, this is the game that started this style of game. Xak 1 & 2 are good if you apply the translation patch (Same with Ys 4) Faussete Armour I like, but a lot of people don't. Kaze Kiri is FUCKING AMAZING! It's a side scrolling ninja game with an AIR THROW even, why don't more people play this game?! Brandish is a Falcom game (Ys, Dragon Slayer), same as the snes one. Vasteel is another game brought to the US by working design, action\tactical game, quite fun but a lot of people wouldn't like it. CD Battle Light is one that requires 2 players, and is fun for a brief time, then never gets used again.
Cadash is pretty good port, but I'd recommend the mame version. I don't normally recommend ports of arcade games though, since the arcade games play better on mame. But if you dont have a neo-geo, and hate emulation, the arcade card ports are some of the best neogeo fighters you'll get. Legend of Hero Tonma is another game that's intresting, I don't like it, but some do. But most people don't know it's an arcade port, so I'd just play that.

The real Castlevania Dracula X must be mentioned unless we are talking about non-cd games only.
Popped in to say exactly this, CD or not it still should be mentioned.

I didn't have a credit card. I was making $3.25/hr then. And I DID buy one back in the day.
