Probably not. Solstice was created by English developer Software Creations. A lot of British video games used isometric viewpoints, I think it was because Britain in the 80s kinda had a self-contained software ecosystem with their 8-bit computers like the Sinclair and Amstrad.
I read an article somewhere about John Ritman (programmer) and the Making of Batman and Head Over Heels. I'll dig around and see if I can find it, as I seem to remember it discussing Solstice in it in some way, probably just as part of the general context of British isometric games. Then again, it may have been an article on Software Creations and Solstice itself, with Batman as a footnote. They are all related to Ocean in one way or another. It's probably in an old issue of Retro Gamer, however, and I just put all of those into storage before the holidays.
Also, if you are really interested in the game, there is a homebrew GBA port, done as a full CIB release even. The site where it could be bought has been under maintenance for a year or so, but it does exist! http://www.fasebonus.net/2012/01/watman-game-boy-advance/
Looks like there is a full color, fan remake out there too!
