There's the SF2 Turbo HD Remix on PS3/360. There's also SF Collection 2 on PS which includes World Warrior, Champion Edition, and Turbo. Then there's the Capcom Classics Collection Volume 1 and 2 (GBA, Xbox, PS2, PSP) which have a ton of games. They've milked SF2 more than a dairy farm cow.
I'm not a huge SF2 fan but Champion Edition was always my favorite of the three. I don't care which system.
There's even hacks on romhacking to improve the coloring making it less saturated and close to the arcade (Although, I do like the saturated look a little more personally. )
If you want the game to look pretty, go for the SNES version.
If you are a more competitive serious player, go for the Genesis version. The SNES's slow down is really bad, and basically ruins the gameplay.
As for controllers, the SNES is actually more suited for high end play. The arcade version had 6 buttons laid out that were accessible to all 5 fingers at once. Unless you hold the Genesis 6 button really weird, your options are limited. The Snes controller gives you at least 3 fingers.
Sound is an opinion thing. Personally I prefer the Genesis version as it is more arcade accurate due to the hardware. Also I can't stand the SNES's compressed audio in any game, not just Street Fighter. Some people don't seem to notice the low quality compression though, and like the SNES composition. That's fine.
Also yes, the HD model Genesis is a huge difference. Its not just static, I'm pretty sure they use different chips, if I remember correctly.

As I said in my post, there are now hacks available for both Street Fighter games on the Genesis that vastly improves the sound quality in them.
