Do the chip numbers have to be the same if you swap them out?
They need to be within the same region but technically you can mix and match a G and a H revision. Basically you just don't want to try and put a pal chip in a ntsc console
I think that chip can be salvaged. You can expose a little wire that goes through the resin package to the actual core of the chip. Solder a jumper to that and restore or bypass the leg.

I know this is totally off the beaten path, but is it true the top loader will play pal and famicom games?
PAL, yes ,though there might be some differences in play speed. Famicom needs an adapter, just like the front loader.
