Can't figure out a Game, HELP!!!

in Help Wanted!

Ok so I'm trying to remeber a NES game from my childhood and the only thing I can remeber is my smartass uncle calling it Turtle Herman, If you have a guess on what it is i would like to know. I can remeber it was A Zelda style game overhead view?

    Well iknow it's not festers quest. I know it's a poor description i was like 5 how well do you remeber things 20 years ago?  I remeber renting it with Godzilla does that help? j/k of course that doesn't help

    All u recall is a top-down view? Anything else would help. Level descriptions, enemy description, anything lol

    I bet it's Dragon Power. At the beginning of this video, it says "Turtle Hermit". Also, the main character has black hair.
