Why is WTF less offensive than What the !@#$!?

Whenever I see WTF in text I do not read it as W T F. I read it as What The Fuck and I assume that many others do the same. Yet there are many places where the word fuck is not acceptable to use but WTF is just fine. So I'm curious what others think. Why is it so different when it is read the same way?
