Street Fighter Seal Help

so i work at a game store and we got a copy of SF II Turbo traded in the other and it looks to be sealed. upon further inspection i notice it has a seal on top of the seal and looks like it nmmight of been done by someone else. the reason why i say that is because there is a rip in the back which seems to have been done by a heat gun. has anyone else ever seen something like this before, and should i just take that outer layer off, or did some stores sell them like this?

    Looks factory sealed under that second layer so yes take off the second layer and it should look good

    Resealed, look at the right back edge. White line forming from that flap being opened.

    It looks like an opened copy with the original cello that someone just resealed again over it. lol

    Agreed.  You can see where the shrink wrap is torn on the back right side.
